REGARDING SPECIAL SERVICE PROPOSAL NO. 01-2019

FOR THE SPECIAL SERVICES PLAN FOR GARBAGE COLLECTION for 2020 to 2022
The council of the Town of Minnedosa has scheduled a public hearing at The Minnedosa Civic Centre (103 Main Street South) on October 22, 2019 at 6:30 p.m. to present the following special service proposal:
Pursuant to Subsection 314 of the Municipal Act
This proposal is a continuation of Bylaw No. 2552 that expires on December 31, 2019. The proposal calls for a twenty percent increase in the per parcel schedule in comparison to Bylaw No. 2552 to reflect increasing costs due to inflation and to recover a larger portion of the costs.
The Town of Minnedosa has undertaken to establish a Special Service Rate to cover part of the costs for garbage pickup and disposal. The current costs for providing garbage pickup and disposal has increasedover the past twenty years due to inflation and more restrictive provincial regulations placed upon municipalities for garbage disposal. The proposed rate will not cover the total current costs for providing the service however, the proposal will provide a fair and adequate rate structure to ensure that the tax proposed for the various assessment classes are based on projected volume and number of required pickups.
This Special Service Levy will see approximately 81% of the garbage costs raised by the Special Service Levy with the balance recovered under the Town’s General Mill Rate as seen under Special Service By-Law No. 2552 which expires at the end of 2019.
B. DESCRIPTION OF PROPOSED SERVICE
The Town of Minnedosa provides for garbage collection in the Town of Minnedosa. The Town is responsible for the collection of the garbage within the Town of Minnedosa and for the disposal of the garbage at Evergreen Environmental Technologies Ltd.
The service allows for the weekly pickup of residential garbage. The Townshall pickup commercial garbage either once or twice a week. If additional days of pickup are required then an additional per day per week charge shall be applicable.
C. AREA OF MUNICIPALITY TO WHICH THE SERVICE SHALL BE PROVIDED
All residential and commercial, including railway property but excluding vacant lots which receive garbage service, within the Town of Minnedosa, comprise the special service area.
D. ESTIMATED COST OF SERVICE
The Town estimates the annual costs for 2020 to 2022 to be $184,000 and estimated the special service tax will recover approximately 81% of these costs.
E. PROPOSED METHOD & RATE USED FOR CALCULATING SPECIAL SERVICE TAX
The method from calculating the special service tax will be a per parcel rate of land.

The Town of Minnedosa reviewed the current garbage costs and made a recommendation to charge the following per parcel schedule for the special service taxes:
- Residential property $120
- Mobile Homes $120
- Duplex $120
- Triplex $180
- Small Apartment (4 to 5) $240
- Large Apartment (over 5) $360
- Legion Gardens (Roll No. 63200) $960
- Commercial property with light to medium pickup $120
- Commercial property with heavy pickup $240
- Seasonal property $36
With the proposed special service we are budgeting for taxes collected to equal $149,472.Our total budget expenditures equals $184,000 leaving a difference of $34,528 to be raised through the general municipal mill rate.
This proposed special service will cover the period of 2020 to 2022 inclusive.
A written objection may be filed with the Chief Administrative Officer at 103 Main St S. prior to the commencement of the hearing. At the hearing, Council will hear any potential taxpayer who wishes to make a presentation, ask questions or register an objection to the special services proposal.
All objections, written or verbal must be filed prior to the adjournment of the hearing and must include the name, address and property description of the person filing the objection and grounds of their objection.
